Rust Syndicate Grunt can be used only if one of your Pokémon was Knocked Out during the opponent's last turn. You then discard an Energy attached to one of the opponent's Pokémon. The Supporter responds to a recent loss with targeted Energy removal. The text does not restrict that target to the Active Pokémon or require it to have caused the Knock Out.
