The Pokémon’s story

Scatterbug's body is covered in powder that helps regulate its temperature. This protection lets it adapt to different climates. When a bird Pokémon pursues it, it also sprays black powder capable of paralyzing whatever it touches. The Pokédex thus shows two uses for powder: enduring environmental conditions and escaping a predator. Its small size does not prevent a response through a very specific defense.
