The story behind this Trainer card

Rare Candy lets you evolve a Basic Pokémon directly using a matching Stage 2 card from your hand. The intermediate stage is therefore not played by this effect. Two restrictions remain essential: you cannot use it during your first turn or on a Basic Pokémon that came into play that turn. The Stage 2 card must belong to that Basic Pokémon's evolution chain.

Having a Stage 2 Pokémon in hand is not enough to use Rare Candy: it must match the chosen Basic Pokémon. The text also forbids using it on a Basic played that turn, even when the Evolution card is available.
