Powerglass takes effect at the end of your turn, after your attack. If the Pokémon holding it is then in the Active Spot, you may attach a Basic Energy card from your discard pile to it. The Tool therefore prepares a resource for later, but does not provide that Energy before the attack on the turn when its effect triggers.
