Lisia's Appeal chooses a Basic Pokémon on the opponent's Bench and brings it into the Active Spot. If that switch happens, the new Active Pokémon becomes Confused. The Supporter combines a change of target with a Special Condition, but the second consequence depends on the first. It does not let you freely choose an Evolution Pokémon from the opposing Bench.
