The story behind this Trainer card

Briar becomes usable when the opponent has exactly two Prize cards remaining. During this turn, if damage from your Tera Pokémon's attack Knocks Out their Active Pokémon, you take an additional Prize card. The effect therefore connects a precise moment in the game with an attacker and a specific way of achieving the Knock Out. An enemy Pokémon disappearing is not enough: damage from the described attack must cause it.

A detail worth noticing

Briar requires exactly two remaining Prize cards for the opponent, not two or fewer. Its bonus targets a Knock Out of the Active Pokémon caused by damage from your Tera Pokémon's attack. The text therefore combines several precise conditions.
