The story behind this Trainer card
Rare Candy lets a Basic Pokémon already in play go directly to its Stage 2 if the corresponding Evolution card is in your hand. Stage 1 is skipped, but the shortcut is not unrestricted. It cannot be used during your first turn or on a Basic Pokémon that entered play that same turn. The player therefore prepares a rapid evolution by retaining both the Pokémon and the correct Stage 2 card.

The effect does not search the deck for an Evolution: the Stage 2 card must already be in your hand. Nor does it let a Basic Pokémon just put into play immediately skip the intermediate stage. Both limits are part of the printed text.
